Author Biography

Mike Quinn is a retired Minneapolis Police sergeant. From 1975 to 1999 he served in both uniform and plain clothes in a number of assignments including internal affairs investigator, supervising uniformed precinct officers, and supervising high profile, highly decorated undercover operations. He supervised the Minneapolis Police Academy from 1994-1999 where he was responsible for ensuring that the training complied with all state and federal laws as well as department policy. He was the Deputy Director of Minnesota Police Corps Program where he was responsible for the development and implementation of a 22-week residential academy for police officers and state patrol troopers. He is a community faculty member of Metropolitan State University where he co-teaches a course in "Best Practices in Law Enforcement Ethics and Leadership" He is the Chairman of the Inver Hills Community College Law Enforcement Advisory Board.Mike is the CEO of the International Ethics and Leadership Training Bureau, LLC. He provides ethics training and consulting to police agencies acrosss the United States In 2016 he contracted with the New Orleans Police Department and the U.S. Department of Justice in developing, providing and evaluating a peer intervention and accountability program dubbed "EPIC – Ethical Policing is Courageous©."  EPIC has been featured in the New York Times and the Police Executive Research Forum. He is proud to be called husband, father, and grandfather.
