Culture is one of the most important aspects of Iberoamerican cooperation. The Iberoamerican space is defined as, at most, a space of cultural character, or at least, gifted with special characteristics in that field, which makes it unique in the world. Iberoamerican states and intentional organizations of Iberoamerican content would be obliged to commit serious effort to consider a process of integration in this matter. For them, the present work offers some direction for the creation of a legal framework around Iberoamerican cultural cooperation, based on the principal instrument adopted by the state leaders and Iberoamerican government, La Carta Cultural Iberoamericana.La cultura es uno de los aspectos más relevantes de la cooperación iberoamericana. El espacio iberoamericano se define, sobre todo, como un espacio de carácter cultural o, al menos, dotado de especiales características en este ámbito, lo cual lo hace único en el planeta. Los Estados iberoamericanos y las organizaciones internacionales de contenido iberoamericano estarían obligados a derrochar mayores esfuerzos para construir un proceso de integración en esta materia y superar así la mera cooperación. Para ello, la presente obra ofrece algunas indicaciones dedicadas a la elaboración de un entramado jurídico en torno al contenido de la cooperación cultural iberoamericana, tomando como base el instrumento principal, adoptado por los Jefes de Estado y de Gobierno de Iberoamérica: La Carta Cultural Iberoamericana.  

Author Biography

Castor Diaz Barrado is a professor of international public law and international relations at King Juan Carlos University in Madrid. Author of various scientific works of international prestige in his field, he has analyzed the questions related to the international protection of human rights and the process of integrating Latin American and Ibero-America. he has been a dean of the law faculty at the University of Extremadura. At the King Juan Carlos University, he has been the head of the department of social science and humanities, as well as deputy vice chancellor of academic management and studies. He has directed the masters in international cooperation between Latin America and the Caribbean of that University as well. He forms part of the group of experts for the elaboration and application of La Carta Cultural Iberoamericana.
